Framework Details Published for Public Sector Contractors

The Government Commercial Agreement (GCA) has published comprehensive details of its public procurement framework, which will govern how public sector bodies buy services, works and goods in the coming years. The framework sets out category structures, eligibility criteria, pricing models and social value requirements. For facilities management and service contractors who bid for or deliver work in schools, hospitals, councils and other public bodies, the new framework represents a significant shift in how contracts are tendered, awarded and managed.

One area of particular interest is the treatment of fleet and carbon reporting. Many public sector contracts now require bidders to demonstrate clear plans for reducing emissions, often with specific timelines for transitioning fleets to zero-emission vehicles. That means service contractors need to show credible EV transition roadmaps, evidence of telematics and carbon tracking, and funding strategies that support fleet renewal without blowing budgets. Simply promising to 'go electric' is no longer enough.

Contractors should review their current fleet composition, average vehicle age and emissions profile, and map these against likely contract requirements over the next three to five years. If your fleet is predominantly diesel and your contracts are up for renewal in 2025 or 2026, you may need to accelerate EV adoption or risk being outscored on social value and environmental criteria. The good news is that with the right funding and planning, electric vans and cars can now match or beat diesel on total cost of operation.
