Martyn's Law, formally the Terrorism (Protection of Premises) Bill, has moved a step closer to implementation with the publication of official guidance for businesses and venue operators. The legislation will place a legal duty on qualifying premises to assess terrorism risk and put protective measures in place. For organisations with large sites, events or public-facing premises, this includes reviewing how vehicles and contractors access the estate, with particular attention to delivery and service fleets.
Facilities management companies, service providers and businesses operating fleets that regularly access client sites will need to update risk assessments and operational procedures. Vehicle checks, driver identification and documented access protocols are likely to become standard requirements at many locations. Fleet managers should expect clients to ask for more information about who is driving, what vehicles are being used, and how contractor access is controlled and recorded.
The guidance distinguishes between standard and enhanced tiers based on venue size and capacity, but the principles apply widely. Fleet operators should review contracts and SLAs to understand where new security requirements may apply, and consider how telematics, driver ID systems and digital proof of delivery can support compliance. Training for drivers and mobile staff on site access, reporting suspicious activity and emergency procedures will also become more important.
Bluepoppy helps service and FM fleets prepare for changing compliance requirements by providing connected vehicle data, driver reporting and flexible contract terms that adapt as client obligations evolve. Our Fleet Cost Review includes a look at how technology and policy can support operational compliance without adding unnecessary admin. If your teams access sensitive or public sites across the South West, let's make sure your fleet is ready.
