Martyn's Law guidance sets new security duties for venues

Martyn's Law, expected to come into force later this year, will impose a legal duty on operators of certain premises and events to consider terrorist threats and take steps to reduce harm. The legislation applies a tiered approach: smaller venues face lighter 'standard tier' obligations around planning and training, while larger or higher-risk sites must appoint security leads, conduct risk assessments and maintain detailed procedures. Guidance published recently clarifies scope, thresholds and compliance expectations.

Service businesses that deploy engineers, delivery drivers or maintenance crews to client sites—especially venues, retail parks, entertainment complexes or transport hubs—will need to understand the new requirements. Staff may encounter changed access protocols, vehicle searches or parking restrictions. Contracts may stipulate that service providers demonstrate their own counter-terrorism awareness, and fleet managers should ensure drivers and mobile workers are briefed on site-specific security measures.

Fleet operators should liaise with major clients to understand how Martyn's Law will affect site access and service delivery. Review induction and training materials, consider telematics and driver-app communications to brief teams before they arrive on site, and check that insurance and health-and-safety policies cover evolving security scenarios. Early engagement will prevent delays and demonstrate professionalism to clients under new compliance pressure themselves.

Bluepoppy supports service and facilities businesses whose people and vehicles are constantly on the move. We help you choose connected telematics and fleet systems that improve driver communication, safety and compliance—capabilities that become even more valuable when operational environments grow more complex. A Fleet Cost Review can identify whether your current technology and vehicle spec are fit for changing site-access and security demands.
